Yes. Postal items in international postal traffic are submitted open by the sender so that the post office employee can conduct customs and exchange control in the presence of the sender.

If the letterpost item contains goods that are subject to customs clearance, it is mandatory that the item is sent to the customs post office for customs clearance.

These items can only be accepted by the post office as registered letterpost items.

The sender is obliged to fill out the prescribed number of copies of “Customs Declaration (CN 23)” and “Customs Declaration (CN 22)” forms, which the sender receives at the post office counter.
