Implementation of electronic declaration automation in customs clearance

At a press conference held at the Regional Postal Centre in Zemun, the Director of Pošta Srbije, Zoran Anđelković, announced that the implementation of the automation of electronic declarations for postal items in the customs clearance procedure has begun. The automation of the customs procedure and the application of the most modern information technologies, as he explained, brings acceleration and facilitation of the movement of postal items in international postal traffic.

According to Director Anđelković, by modernizing business processes in the form of implementing new IT applications and introducing automation into transport, sorting and customs procedures, a significant reduction in the time required for processing incoming postal items is achieved, as well as delivery to customers in a significantly shorter time frame.

This practically means that customs supervision will be carried out to a large extent on the basis of electronic advance data, i.e. in a digitalized procedure of processing data on postal items before delivery, which will enable their forwarding to recipients immediately upon arrival, with the exception of those that have been allocated for customs control.

"99.9 percent of the postal items that arrive here today will be already delivered tomorrow", said Anđelković. As the main benefits for customers, he highlighted the faster movement of postal items through Customs and faster processing of postal items, which significantly reduces the total time of their detention, as well as the journey to end users. He added that the goal of implementing automation in the customs clearance procedure is to apply the laws of the Republic of Serbia to all postal items containing goods from international postal traffic.

The development of the PAP software and the implementation of electronic declaration automation were enabled by the Project for the Automation of the Electronic Declaration Process for Postal Items in the Customs Clearance Procedure, on which experts from Pošta Srbije and the Customs Administration worked together over a long period, through the global programme of the Alliance for Trade Facilitation implemented by the German Organization for International Cooperation GIZ.

"I believe that this is a major step forward for both Pošta Srbije and the Customs Administration, and above all for our customers", said Anđelković, concluding that the PAP project, together with the robotization of sorting centres and the development of the parcel machine network, forms a single whole, enabling postal items to arrive faster and customers to be more satisfied.
